OK, so some of us with little real knowledge of all the code could sure benefit from some clear direction on how to proceed. I do not think a suitably clear suggestion is the phrase "Dependencies.txt". What is the steps in English: step1, step 2, step3,........ Thank you

I'm sorry, I found the bug reporting process a little confusing, and wasn't sure how to go about it. I don't remember now how I got to the error. But to get around it, I had to completely uninstall util-linux 2.13-8ubuntu1 and tzdata 2007f-3ubuntu1, then reinstall both. Before I did that, I couldn't add or remove any other packages.

Wait a minute, If I'd given that a minute's thought, I would have remembered how I got the error. I was running Ubuntu 7.10, and had installed all available updates. Then I selected the distribution upgrade from 7.04 to 7.10. It got part way through the upgrade, then failed with that error. That's when I had to completely remove util-linux 2.13-8ubuntu1 and tzdata 2007f-3ubuntu1, then reinstall both. Once I did that, the upgrade continued and completed successfully.
