Window does not return to custom size after exiting a program and re opening it

Bug Description
Lets say that I have fire Fox open and I drag the window to make it a custom size. Whenever I exit firefox and re open firefox it returns to the default window size instead of the size I customized.

You can set the starting size for each app I believe.
