Holds can get stuck with a hold status of -1

Bug Description

If the status of the current_copy for a hold that is Ready for Pickup is changed, the hold status will display as -1. Holds with status -1 will never be retargeted or fulfilled without staff intervention. Holds in this status can be retargeted by a staff user and they will proceed normally.

Michele, I'm marking this bug incomplete, because I cannot reproduce the -1 status with the information provided to finish testing. Is there a specific status that the Ready for Pickup item can be switched to for testing the behavior you see?

I'm testing in version 2.9.0.

Hi Erica and Michele,

I can't reproduce this either but our libraries are seeing it. In the case today, the item was accidently scanned twice when it was received in transit causing the -1 status. I am wondering if the hold is canceled while in transit it causes this status. I will try to reproduce it again and see if I can get results.

I'm resetting the status back to new as I have heard other customer reports of this. If anyone can confirm, please do so & provide detailed testing steps.
