Merge ossim 1.8.20.3+ds-1 (universe) from Debian unstable (main)

Bug Description

Please sync ossim 1.8.20.3+ds-1 (universe) from Debian unstable (main)

ossim (1.8.16-4ubuntu1) lists the following change:

  * Rename library packages for g++5 ABI transition.

This was not needed because ossim has no reverse dependencies (otb will soon be and requires ossim >= 1.8.20.3).

Changes since ossim (1.8.16-4):

ossim (1.8.20.3+ds-1) unstable; urgency=medium

  * Team upload.
  * New upstream release.
  * Refresh patches.
  * Update unknown-typo.patch to fix another occurrence.

ossim (1.8.20.2+ds-1) unstable; urgency=medium

  * Team upload.
  * New upstream release.
  * Update copyright file using copyright-format 1.0.
  * Update watch file to set repacksuffix and use HTTP.
  * Use ossim subdirectory as source directory.
  * Refresh patches.
  * Drop obsolete README.source.
  * Add upstream metadata.
  * Use libgeos++-dev as build dependency for both C & C++ libraries & headers.
  * Enable parallel builds.
  * Update ossim-core.install to include all binaries and their data.
  * Add shlibs file for libossim1.
  * Update typo patches.

ossim (1.8.16-5) unstable; urgency=medium

  * Add initial watch file by Tobias Frost, add uscan options for passive FTP
    and version mangling. (closes: #789367)
  * Override dh_install to use --list-missing.
  * Require at least libgeos-dev 3.5.0 for Multi-Arch paths.
  * ossim doesn't have any reverse dependencies, so no special consideration
    is required for the GCC 5 related transitions.
  * Update Vcs-Browser URL to use HTTPS.

The delta was not applied in Debian, because it is not needed as mentioned in the OP.

It probably needs some Breaks & Replaces either way for upgraders from wily to xenial. If you want you could include those in Debian where they will be harmless and let us sync.

I would have renamed it anyway since it will have changed ABI regardless of if any packages in the archive use it, but I suppose it's not that important.

I don't want to carry changes in the Debian package for a mess that Ubuntu created, and so it looks like ossim (1.8.20.3+ds-1) is not going to be part of xenial because of the import freeze today.
