Bug Description

We backported the patch to deprecate the bash deploy ramdisk [1], however this patch also changes the default behavior of `openstack overcloud image upload` to use IPA. This behavior should not have changed on the stable/liberty branch, so we should revert the patch and only add the deprecation messages without the behavior change.

This is critical for RDO because the stable/liberty branch of IPA is missing some patches to work with the older iPXE images shipped with CentOS and RHEL.

    Allow to use the old deploy ramdisk

    While defaulting to IPA is a correct choice, for the transition period
    let's allow people to use the old ramdisk. Adds new option --old-deploy-image
    to the upload command and move the deprecation message to it.

    This change does not correspond to a Mitaka change, as in Mitaka the old
    ramdisk should not be supported.
