Mellanox ConnectX3 PTP does not work with linux ptp and timekeeper after reboot

Bug Description
After a machine reboot, trying to sync 2 clocks is impossible with ptp4l and timekeeper.
server : ptp4l -i eth4 -m
client : ptp4l -i eth4 -m -s
it works only after driver restart.
Attached two batches that should fix this issue.

This two commits installed on Ubuntu 15.10 and it's fix the issue.
please add the fix also to 14.04.4
