Bug Description

Steps to reproduce:
1. Click on "Quick deploy" option on ApacheHttpServer application.
2. Set "floating ip" option, debian-8-m-agent.qcow2 image.
3. Deploy environment.
4. Apache is unavailable at the appropriate ip.

Additional:
5. Log into spawned instance via ssh.
6. Check /var/log/murano-agent.log file.
7. Overview the next:

Works as expected on a fresh debian image, probably a problem with the image

    Do not upgrade packages with cloud-init

    This patch deletes 'package_upgrade: true' option from cloud-init confs.
    It caused upgrading of all the packages in the images spawned by murano.
    This made spawning VMs slow and in certain cases caused
    dpkg locks be still in place when murano-agent attempted to
    install packages
