I had this issue when trying to install python-setuptools 0.6c6-1 as a dependency from kiwi. setuptools post-installation failed causing kiwi to not be configured properly.
Completely removing python-setuptools and kiwi and then re-installing python-setuptools by itself worked. kiwi was then successfully installed.
