Bug Description
If you look at templates/ you'll notice that a bunch of templates are called archive-*. This is really weird, as they are not for any archives, but only for PPAs. Furthermore, the actual ZCML file for PPAs is in archive.zcml.

This is not strictly true any more as the same templates are used for 'copy' archives.
However the bug title is spot on: we need to turn PPAs into a separate layer on top of the concept of an "archive."
