config.d directory and .ini files have zero mtime

Bug Description

This came through on private bug LP: #1555232

Last update time is showing as 70/1/1 because the config.d directory, and the 00_default.ini and 01_channel.ini symlinks have a zero mtime in the version.tar.xz file, and the client uses the mtimes of these files (if /userdata/.last_update is missing).

The fix should be easy; set the mtime for these files in the tarball the way it's done for other files in the tarball.
