From log:

groupadd: existing lock file /etc/gshadow.lock without a PID
groupadd: can not lock / etc / gshadow; try again later.
adduser: Work «/ usr / sbin / groupadd -g 139 clamav» ended with an error code 10. Shutdown.

This looks like a local configuration problem, rather than a bug in Ubuntu. It appears that there was a lock on gshadow and so the attempt to run groupadd failed.
