openvpn does not detect network change

Bug Description

From time to time my network might change but OpenVPN (TCP/IP based) is not recognizing always. I did not have this in earlier versions in other Ubuntu release like 15.04, 14.x and so on. I am afraid it is related internally to OpenVPN.
