NOTE: This needs to be done *after* libpng1.6 1.6.21-3 is accepted (currently in unapproved), because it stops providing libpng-dev, starting de facto a transition.

BTW it should be out of yakkety, this merge is needed to avoid packages pulling this libpng version.
