Bug Description

Based off of the OpenStack User Story: https://review.openstack.org/#/c/291298/

From the User Story: Problem Definition
------------------
Operators and Users lack centralized visibility into the status of the
completeness, stability and documentation of features. They also lack knowledge
of the effects of configuration decisions on these features and their
classification. This prevents Operators from making optimal decisions when
configuring their clouds and leaves their users unsure of the maturity and
stability of features they might choose to use in their applications and
workloads.

Will implement a page where users can view Neutron features and plugins and their status.
Similar to Nova's implementation here:

Sure thing Assaf. The matrix will cover test coverage for the features, but because of the overlap it is up for discussion, and for the test coverage the Feature Matrix can just link to the devref/testing_coverage. I will add you to the patch once its submitted, probably not for some time till it has been discussed in Drivers meeting.

This RFE has been approved to (Continue) moving forward. More docs is always good :)

I raised a question regarding the eventual destination of these docs: dev-ref is intended to be consumed by developers, while the network-guide is intended to be consumed by operators, therefor the content being proposed seems to fit the network-guide better. We can discuss this further on Gerrit.

    Neutron Feature Classification

    The feature classification matrix will provide information about
    plugins and the features they support.
    Acts as a launching point for users to read about the intent
    of the matrix before reviewing the matrix to find features and plugins
    that meet their needs.

    Will implement a page where users can view Neutron features
    and plugins and their status.
    Similar to Nova's implementation here:
