Resizing windows should snap to desktop panels

Bug Description

While resizing a window, there is no snapping action to the visible desktop panels.

This becomes a problem when a window is resized that is under the top desktop panel, the title bar is obstructed my the panel and you are unable to resize/move it back into view by clicking and dragging the mouse.

Thank you for your bug report. What version of ubuntu do you run? Do you use the desktop effects option?
