Gutsy comments out all entries in sources.list

Bug Description

During installation Gutsy comments out all entries in /etc/apt/sources.list. The reason seems to be that the workstation is not connected to the internet. This is fairly common during installs and creates problems for Joe User , because he is expecting updates but doesn't get any. I don't think changing /etc/apt/sources.list is a reasonable thing to expect from a "common user".
