Bug Description
There are bugs in Ubuntu that were reported during the beta phase, cause serious problems, and are still there.
There is bug 62195 which dates back to Edgy. It only affects some corner cases but the scripts actively prevent the user from fixing the problems caused by Ubuntu scripts. Lasts for one release cycle.
There is bug 139210. This makes Ubuntu unusable for people with older Radeons which are probably quite widespread, especially since they used to work flawlessly with older drivers. There might be issues that are fixed in the new driver, though. Not sure about the consequences of sticking with the old driver as Debian does.
Bug 115616 is ceratinly a problem. It only affects upgrades but the ability to use a system for a long time without reinstalling it all the time is one of the strong point of GNU/Linux. Reportedly it's been "fixed" by an update to Edgy update-manager or something. That certainly does not cover all cases and is very fragile. A proper fix would require a bit of scripting at most.
If bugs like these continue to accumulate Ubuntu will slowly fall apart. I understand that not all bugs can be fixed but bugs that make many working systems unusable and have known workaround should not be there for that long.
Filing bugs like this just gets devs annoyed, and pollutes the bug lists more, making the bugs you mention even less prominent. It doesn't achieve anything useful.
We have tens of thousands of bugs already - we don't need more that aren't actually describing real bugs.
