Bug Description
Until openstack Mitaka,cpu_util doesnt be implemented in the virt driver which includes libvirt and xenapi,but in the admin-guide of openstack document, show that cpu_util has been implemented.
cpu_util Gauge % instance ID Pollster Libvirt, Hyper-V, vSphere, XenAPI
