[Gutsy] gdmsetup does not use or remember a user-supplied welcome message

Bug Description
Binary package hint: gdm
If you start the Login Window Preferences applet, click on the Local tab, and choose Custom for Welcome message, then provide your own welcome message, this will be ignored when the login window is shown. The Custom message will be retained in the applet during the session, then lost on reboot, and replaced with the default "Welcome".
Not major, but annoying. This worked fine in Feisty.

It appears that gdmsetup is failing to write to /etc/gdm/ gdm.conf- custom. Editing that file manually works OK.
