Looks like the system is in an odd state waiting for a few things to be configured. At this point it would be suggested that you need to try to reconfigure those packages to see if you can get things back to a sane state.

Since there isn't enough information in your report to differentiate between a local configuration problem and a bug in Ubuntu, I'm marking this bug as Incomplete.
