Qt puts hidden lock files into /etc/qt3/

Bug Description
There are files like .qtrc.lock (and more for style plugins) in /etc/qt3. I guess those should be in /var/lock somewhere instead.

Development on Qt3 has stopped upstream. Since Qt Software is no longer making releases of Qt3 there is little we can do to fix this.
