The menu bar is missing in current LibreOffice (see screenshot). Tested on a PowerMac G5, Yakkety daily iso,

Seems fixed now in todays iso.

Will mark this bug as invalid. Seems fixed for good, I did not notice it in several daily isos since originally reported.
