You seem to be having issues with the installation of dbconfig-common since 17 August 2016. Could you please copy/paste the output of
dbc_debug=true sudo apt-get install dbconfig-common
(please check the output for sensitive data).

I also wonder what went wrong when you tried to remove it.

Oh, and make that
dbc_debug=true LC_ALL=C sudo apt-get install dbconfig-common
such that I can read the error message.

Ok, so that didn't show anything useful that you didn't already share.
And yes, any OTHER action of dpkg is now blocked for success on this
issue, so you (we) need to fix it on your system. Can you try running:
LC_ALL=C dbc_debug=true sudo apt-get remove dbconfig-common

And if that fails:
LC_ALL=C dbc_debug=true sudo dpkg-reconfigure dbconfig-common

It is OK, I resolve the problem with this commande : sudo aptitude
reinstall dbconfig-common and now it run very well. Thank you for your help
