正在设置 freeradius-mysql (2.2.8+dfsg-0.1build2) ...
freeradius.service is not active, cannot reload.
invoke-rc.d: initscript freeradius, action "force-reload" failed.

Hi,
thanks for reporting the bug and making Ubuntu better.

The logs don't hold much more than "8月 27 09:10:54 hostname systemd[1]: freeradius.service: Failed with result 'exit-code'.", but it seems this is due to a configuration issue in your freeradius-mysql - your existing one isn't running properly according to the logs.
While one could say the upgrade path shouldn't fail on not being able to reload the old instance because it is not started - it very likely would still fail for the same reason the old one failed.

I'd ask you to check your logs and config.
If this is an error with the tool failing despite it should please describe your setup and the related changes you made to the config so that one can try to reproduce.

I have this issue now too
I first installed freeradius with sudo apt-get install freeradius
Then i found out this is actually an old version (2.2 instead of latest 3.x)
So I uninstalled freeradius with sudo apt-get remove freeradius and it unistalled version 2.2
I then manually installed version 3.x (my own notes);
#afhankelijkheden voor builden
sudo apt-get install debhelper equivs
#downloaden
git clone https://github.com/FreeRADIUS/freeradius-server.git
cd freeradius-server
git checkout release_3_0_13
#package builden
sudo apt-get install devscripts quilt
fakeroot debian/rules clean
sudo mk-build-deps -ir debian/control
dpkg-buildpackage -rfakeroot -b -uc
#ga naar parent dir van freeradius-server (als het goed is ~)
#afhankelijkheden freeradius3
sudo apt-get install libpython2.7 libtalloc2 libwbclient0 libfreeradius3
sudo dpkg -i libfreeradius3_3.0.13+git_amd64.deb
sudo dpkg -i freeradius-mysql_3.0.13+git_amd64.deb
sudo dpkg -i freeradius-utils_3.0.13+git_amd64.deb

That worked out until i wanted to make sure I installed freeradius-mysql_3.0.13+git_amd64.deb
Then it gave me this error

I just wanted to make sure and wanted to remove old version of freeradius and freeradius-mysql and typed; sudo apt-get remove freeradius
It then removed version 3 :o

  freeradius freeradius-mysql

Any update / progress on this bug? I tried a new install of freeradius-mysql on a clean Ubuntu 16.04, and got the same failure messages.

BTW, freeradius2 appears to be end of life, is there a plan to introduce freeradius3?
