Bug Description
Docker has a restart policy (see below). It is useful for zun to support the same. For example, it is useful to add a '--restart' flag on zun create.
$ docker help create
Usage: docker create [OPTIONS] IMAGE [COMMAND] [ARG...]
Create a new container
...
--restart=no Restart policy to apply when a container exits
