Bug Description
When deploying Newton + next_deploy + xenial guests failed to retrieve their metadata. On inspection the n-gw had gre tunnels to the compute nodes but not vice versa. This seemed to be causes by l2_population been set inconsistently between n-gw and the compute nodes. This is caused by a relation missing between n-api and n-gw which is used to dictate settings from n-api to n-gw.
