cinder wrong endpoint in nova

Bug Description

nova is pointing to cinder at: 'volume:cinder:internalURL'. This is the v1 endpoint, and nova expects a v2 one. It use to work before this bug fix landed:
https://bugs.launchpad.net/kolla/+bug/1627061

Now the endpoints are correct but nova is pointing to the wrong cinder endpoint.

Cinder endpoint wrong fix

    kolla genconfig is pointing at cinder v1, not v2. nova pointing
    at v1 is now broken. At least when cinder is backed by ceph and
    the release is >= mitaka.
