after ceph outage, ceph ubuntu totally broken

the root cause is now ubuntu cloud archive provides higher ceph version than ceph.com. but ceph.com has a higher priority apt number than ubuntu cloud archive.

we should remove ceph official repo now.

This issue was fixed in the openstack/kolla 3.0.0.0rc3 release candidate.

This issue was fixed in the openstack/kolla 4.0.0.0b1 development milestone.

I think this fix generated another issue. Now, Ubuntu has updated its repo, and Ceph 12.2.0 (Luminous) in included instead of Jewel.

We shoudl revert back this commit and work on another solution.
