[hardy] failed to initialize hal network broken

Bug Description

Today (Nov 20 2007) after regulary upgrades my 3/3 of Hardy pc fails to initialize HAL.
Network is broken on 2/3.
No error on "/etc/init.d/hal restart"
No error restarting network "/etc/init.d/networking restart"
Some warning in /var/log/syslog about wireless lan that i don't have

 .
   * Add debian/policykit.init: Create /var/run/PolicyKit if it does not exist.
     This happens if /var/run is on a tmpfs.
   * debian/rules: Install init script.

My /var/run is on the same partition as everything else on my system. Still I had to "sudo mkdir /var/run/PolicyKit" to get this running. It had not been set up by default.

I dist-upgraded from a fresh Gutsy install yesterday evening (23 Feb 08).

Steffen's suggestion fixed HAL and about 8 other things that all depended on the PolicyKit working. I executed the "sudo mkdir /var/run/PolicyKit" command and then "sudo dpkg --configure -a" to resolve/finish the upgrade from Gutsy to Hardy Alpha 6. Thanks very much. 03/12/2008
