apt-get upgrade does not work

Bug Description
When I do sudo apt-get upgrade, I get following error.
This is a major issue for installing and upgrading the applications.
@laptop1:~$ sudo apt-get upgrade

This works for me on a VMWare instance. 7.10-jeos- i386.iso on VMWare Workstation 6.01.
