i386 is no longer in the architecture list for this package
enabling i386 again wouldn't help, because of a build-dependency on libssw-dev which is only available on amd64

This upstream of this package switched to python3 only at version 0.5.x. It also switched to using the archive version of libssw which is only built for amd64. This is how things are also now maintained upstream in Debian. There are no reverse dependancies on python-skbio or python3-skbio.
