I'm running Ubuntu Gnome 16.10:

GNOME Shell 3.20.4
I am running GDM.
I set the privacy setting to Automatic Screen lock as on and the time to 30 seconds.
The screen never locks.
I do have the gnome extension that uses a button to lock the screen, that works fine. Super-L does NOT work for some reason, but the key code is set under Keyboard-
running - gnome-screensav
I work in a HIPAA environment where a screen lock must activate automatically.

Note that bug 49579 means time-based locking is inherently trouble. If you accidentally leave a menu item selected or a virtual machine window open (using a client that captures the keyboard or mouse) then the time-lock won't happen anyway, regardless of whatever bug this is.
We're working on the Mir display server to address this issue. Others are working on the Wayland display server. Hopefully we'll have a solution to this decades-old problem eventually.
