Ubuntu language support too net-centric

Bug Description

The standard Ubuntu installation CD does not contain the language support files for languages such as Chinese due to space considerations. Instead, the files must be downloaded during or after installation.

The problem with this is that when bandwidth is scarce or Internet access is not available, Chinese language support (in fact, all languages not on the installation disk) is impossible to install. The problem is exacerbated when one has to install Ubuntu on to multiple machines (e.g., an office situation where all the machines have different hardware so that cloning a master disk is not possible).

I suggest that the solution is to either:

Alternative 1: Develop a tool to create/use a supplementary CD containing files that a fresh Ubuntu installation needs to enable full language support for one or more user-specified language sets, or else just make this second CD an optional download as part of the standard release set.

Alternative 2: Create and make available an Ubuntu DVD installation disk containing complete language support.

Alternative 3: Develop a tool to allow IT support people to quickly regenerate a new single-disk Ubuntu installation CD containing the packages and languages appropriate for the local site.

(and i'm not sure why it's not on the main ubuntu site - i think a bug is already filed)

I think your option C is also implemented in various packages, but a good one might be http://uck.sourceforge.net/. I can't seem to find the relevant wiki page.

Aha, thank you. I had been looking all over the site for the DVD. It definitely needs to be one of the download options coming off the main download page.
