python-dev package should depend on libc6-dev

Bug Description

Hello,

The python-dev package should allow you to run "python setup.py" if the C modules don't depend on special libraries. However, Python.h uses stdio.h and friends, which are a part of the libc6-dev package, so even the simplest module won't compile without that package. So it should be added to the list of dependencies.

python2.5-dev now recommends libc6-dev instead of suggesting it
