I have never modified this file, and yet was prompted during upgrade to resolve a merge:

Judging by the timestamps in it, it looks like perhaps a program modifies this file.

Hi,

bug 183241 may be a duplicate of this, and suggests
that this is much more problematic for upgrades
using update-manager.

Thank you for reporting this bug to Ubuntu. Unfortunately this version has reached EOL and is no longer supported.
Please see this document for currently supported Ubuntu releases:
