On Xenial, ubuntu-cloudimg-query doesn't know about Xenial

Bug Description

Xenial ships cloud-image-utils_0.27-0ubuntu24, where the most recent version that /usr/bin/ubuntu-cloudimg-query knows about is vivid.

Among other things, this means that when invoking lxc-create -t ubuntu-cloud on xenial, trying to use --release xenial fails.

This is fixed in 0.29 which ships with yakkety and zesty, but could this please get an SRU for xenial?

This is easily fixed by 'apt-get install distro-info'

There are some other things that really should go back to xenial in cloud-utils, so i'll look at doing a sync of cloud-utils back.
