More /tmp problems with u-i as snap

Bug Description

New bug for more /tmp weirdness when ubuntu-image is run as a snap, as reported by internal users.

1. The model.assertion file cannot live in /tmp
2. --extra-snaps cannot reference any snap in /tmp

This is because /tmp to the u-i snap is not the same as /tmp outside the snap, and there's no overlap or access to outside-/tmp from inside the snap.

Since we're still waiting on at least one more branch for 0.15, I think we can do this one in 0.15 too. If that other branch lands in time though, we'll retarget this one.

Have we switched ubuntu-image to classic confinement yet? This is the correct modality for command line tools that the user will want to use against arbitrary files on the filesystem.
