[FFe] Update ubuntukylin-wallpapers to 17.04.0

Bug Description

For the release of zesty, We have updated the wallpapers and add the support for UKUI Desktop Environment.
It's currently being staged on the ppa:

The main change:
1. Update Wallpapers for zesty.

I'm not sure why the wallpapers would need a feature freeze exception, but anyway, this package has been uploaded already and accepted into zesty, so closing this bug.

I file this bug because I don't know other way to update the wallpapers package, Thanks a lot!
And by the way, could you help to approve the ubuntukylin-theme package in upload queue? I also file a bug for that package: bug: #1677157
