Bug Description

Evergreen version: 2.12

I've noticed a few responsive design issues with the new display elements that are part of the eBook API work:

- The circ dashboard typically disappears when the catalog is loaded on a smaller device, but the e-book elements of the dashboard continue to display. They'll need to disappear too.

- The e-items currently checked out display table (and I assume the holds tables) do not rearrange themselves as the other My Account tables do on a small screen size.

Note that the signed-off patch still applies cleaning after the merge of bug 1691009 and doesn't appear to have RTL implications.

There was one spot where RTL applied, but because we already did the cleanup, things look good.

Also backported to rel_2_12, though there is some potential discussion to be made over how we handle RTL in the rel_2_12 branch.
