Why does the linux-azure packaging use native packaging format? This is causing a waste of space as every new release comes with a new huge .tar.gz tarball instead of re-using the main 4.11.0 orig.tar.gz. Is there any reason for that?

Issue to note in x86_64 (azure):
  libhugetlbfs - brk_near_huge failed, bug 1653597
  ubuntu_qrt_apparmor - longpath test failed with Permission denied, issue found in 4.11.0-1002.2, not regression, bug 1704378
