In charm-helpers, fetch/ubuntu/import_key does not handle comments and insists there is nothing before or after the PGP key block. Which is a rather fragile way of handling the recommended case, and punting everything else off to the known insecure keyserver retrieval.

Worked around in the PostgreSQL charm by making the embedded key match current charm-helpers constraints
