Bug Description
This is a tracking bug.
We didn't update vala to 0.38 before Ubuntu 17.10 Feature Freeze because 2 of the 3 required rebuilds failed to build against the new version. We'll try to land vala 0.38 early for Ubuntu 18.04 instead.

I think the only blocker for this is that valabind (one of the required rebuilds for the transition) won't build with vala 0.38. valabind has one other reverse build-dependency, radare2. Maybe it would be acceptable to drop radare2 and valabind from Debian and Ubuntu.
I uploaded vala 0.38.4 to the Debian NEW queue for experimental today.
