Bug Description
mercurial is currently blocked in artful-proposed because the new version is incompatible with tortoisehg in artful. A fixed version is available in Debian unstable, fixing Debian bug #873583:
tortoisehg (4.3.1-1) unstable; urgency=medium
* Imported Upstream version 4.3.1 (Closes: #873583).
* Update upstream homepage URL.
* Update copyright dates.
* Update dependency on Mercurial.
* Add tortoisehg-caja (LP: #1371956).
* Bump Standards-Version to 4.1.0.
* Support nodoc in DEB_BUILD_OPTIONS.

This is a leaf package, so I think we should just sync it to unblock the mercurial package which has been waiting in -proposed for 25 days.
