ubuntu pike use ceph luminous packages

Bug Description

Ubuntu bumped ceph version to luminous early pike.

This cause various issues:
  - We have not implemented support for this ceph release as require some features/changes we do not have implemented.
  - We have not tested upgrades to this release
  - Different distros using different release.

Ubuntu stable/pike repo does not have jewel packages any more.
