Bug Description

Please sync r-base 3.4.1.20170921-1 (universe) from Debian unstable (main)

Explanation of FeatureFreeze exception:
While 3.4.1.20170921-1 is a release candidate of the upcoming 3.4.2 bugfix release, the Debian packaging includes a change from providing 'r-api-3' to 'r-api-3.4'. This will require no-change rebuilds of just about every R package. This is due to an R ABI break that affects an unknown number of packages already in Ubuntu (see Debian #861333).

I count 516 packages that depend on src:r-base and will require rebuilding. None are in main or restricted and none are seeded.

I have local access to an Ubuntu mirror during the day and will be able to take care of uploading the no-change rebuilds.

During May 2017, after R 3.4.0-1 autosync'd, I uploaded 20 no-change rebuilds and autopkgtest fixes to Ubuntu and a similar number of new upstream versions directly into Debian in order to complete its migration.

  * Initial rc build (r73337) of R 3.4.2 expected for Sep 28

  * debian/control: Package r-base-core now 'Provides: r-api-3.4' per the
    Debian Release team. I still consider this to be wrong (as there was
    no API change) but my hands are tied here.

  * debian/compat: Increased to 9
  * debian/control: Set Standards-Version: to current version

  * debian/README.source: Added
