Bug Description
It was decided in an SRU team meeting today that we'd move to using Incomplete for bug tasks where some information is missing and the SRU should not be released. In that case the sru-report should color code bug tasks that are Incomplete differently and also those that are Incomplete with response (because they got a reply!).

Finding bug tasks which are Incomplete w/ response would require figuring out the date the task became incomplete and looking for messages since then so that doesn't seem worth it.
