Cannot create copy tags

Bug Description
Evergreen version: 3.0RC
In testing the new Digital Bookplates feature in 3.0, I am unable to create a copy tag or a copy tag type. When I click to create either of these, I get a dialog that simply says:
{{record_label}}
See the attached screenshot.
I saw this behavior on a MassLNC VM and on webby.
