Bug assignee list searches users of all launchpad projects

Bug Description

When assigning bugs to people in a project (say, http://bugs.launchpad.net/inkscape), if you don't know the assignee's LP username and do a search for it, it searches across all registered members, which makes it challenging to find the right person.

In SourceForge, this issue is addressed by limiting the assignees list to people who are a member of the given project. Presumably something similar could be done for Launchpad projects?

As Launchpad scales up with more users and more projects, this issue will likely become more prevalent.

It's not really the same, but do you think bug #138500 is sufficient to allay your concerns?

I think that helps, but it still makes it quite challenging to locate a person's LP username if you have only a loose idea of what it might be. bug #138500 is a step in the right direction, but not sufficient.

This relates to bug 669933. In this use case, the picker should only return users in project roles.

Would this be considered fixed is the person picker showed users in project roles first and show the project icon next to their name? I assume project users will always be visible in the first page of matches.

Yes I think that could be a suitable solution, although it could return false positives. But if it normally would show a project icon, it sounds like it would be fairly evident.
