launchpad focus browser on summary and "hides" package

Bug Description

When one selects "No, I'd like to report a new bug", the browser is focused on the summary, and "hides" the package selection above the view point on the browser.

This can (and will) make users sometimes not hint the proper package.

This should be easy to fix by putting the package selector beneath the summary, not before it.

Even better idea.
Dont select by default any of the check boxs, and make it required.

That way the user will get a small warning to select one, and be hinted to either search for the package or choose Unknown.
