Download files view on a release does not show "Delete Files" button

Bug Description
When viewing the page for a release, all of the files available to download in that release are shown. If you are an administrator for the project there is a "Delete" column with a checkbox for each file. However the "Delete Files" form button is not rendered so the files cannot be deleted from this view.

The main download page does have the "Delete Files" button so files can be deleted by going to that page:
